Can't Add Foriegn Key Relationship.

I'm have a bunch of rectangles on the background layer to
designate different schema's of my database diagram. Like
they did in the AdvWorks2005 Visio Diagram. However
sometimes, & I don't know why, I will add a table. and
then drag a foriegn key relationship for that table to
one table and it creates the relationship but it pushes
it off the diagram.
Right Click on Table =>
Format =>
Behavior =>
Placement =>
Change from Lay out and route around
To Let Visio Decide. Foriegn key relationship is lost
with that table still on the page.

Right Click on Foriegn Key Constraint =>
Format =>
Behavior =>
Placement => Let Visio Decide.

What's causing this behavior & how do I resolve it?
