Can't Add Printer

Hello,
I am using OS 10.3.9 and am trying to add a printer (specifically the
FAXstf printer) to my printer list. I have opened up the printer
utilitly and opened up my current printer list but when I click on
'Add' to add my new printer, the computer thinks for a bit, the beach
ball spins, and then nothing happens. The first time I tried, a drop
down list appeared but i couldn't get it to take (I selected my printer
but the ball spun and then a different printer appeared in the
selection window and then the whole list disappeared). After that
happened I restarted my computer. Now, as I described in the
beginning, when I click on 'addr' and nothing happens. I have
restarted the computer three times. Just to test, I clicked on delete
printer and deleted one i don't use very often: that worked. Can you
help me?

You've been steered in the wrong direction - this issue has nothing to do
with MS Office software.
