can't add voting buttons

I am using Outlook 2003, and I don't have the option under the View menu to
view the Message Options. I would like to add voting buttons to my email,
but can't get there. Others in the office have the option. Is there a
reason I may not have it?

Perfect. I don't know why it doesn't show up in the "view" pulldown like on

The location depends on which Outlook email editor you're using.
