Can't Apply Theme

I'm trying to apply a theme as the default theme for my new web pages.
However, the option for 'applying as default theme' is greyed out. Any
suggestions?

When I do use 'apply to selected page' how do I get the buttons and all the
other elements to match the theme?

Have you opened a 'web' first, then the page(s)?
