Can't assign the user logon's password

I'm trying to assign the password for
the user for loging on the Access database.
I'm using Access2000. I can chage or assign
Admin's password. I don't know why I cann't
do this for user account.
Please give me some advices about this

First, download and read-read-read the MS Access Security FAQs, then follow
the step by step instructions regarding implementing security. The user that
you log on under must have Administer permissions in order to manipulate
security permissions. Unless you have PROPERLY implemented security, EVERY
person logs on through the "Admin" login, regardless of whether you've added
users or not. Also, in order to change a password, you must logon using the
account you want to change (or manipulate the password via code). You can
clear a user's password, if the account you are using has the appropriate
permissions, but you can't change the password.
