Cant change outlook and wont download service pack

When I try to click the customize tab on outlook start page nothing happens. Also, tried detect and repair and everytime it says bthere is a corrupt file or already have it C:\config.Msi\PT2103.TMP. I have also tried to go to the update page. WhenI try to download servece pack 3 the same thing happens. What can I do????Cheers guys.
