Can't complete swapping procedure in Behaviors in FrontPage 2003

[Hey all]

I clicked on the image on my web page, went to Format | Behaviors, but the
insert box is grayed out. I checked help, which suggested that Javascript
was off. I checked Authoring and it's Javascript is a grayed out checked
box. Now What??
