can't connect to POP3 within network only.

I have a laptop user that outside the company has no problems connecting to
the incoming mail server in their POP3 account in Outlook 2003. But when they
come into the office, they get "specified server found but no response". I
confirmed that the firewall is ok for retrieving POP3 for both internal and
external. Is there something I haven't set on the Exchange Server (SBS 2003)?
