Can't connect to Sharepoints now

When we try to go to a selected project's site, we get the following message.

Cannot connect to the configuration database. For tips on troubleshooting
this error, search for article 823287 in the Microsoft Knowledge Base at
http://support.microsoft.com.

Also, new projects don't create a site.

We tried what is suggested in KB article 823287 but nothing made a difference.

Any suggestions would be welcome!

WAC:

This indicates a problem between SharePoint and SQL. The two aren't talking
correctly. Try going to a site directly rather than through the PWA
interface. If you get the same error, it would indicate that the problem is
not specific to the Project Server configuration. You can try rebooting the
server as it may not be talking to the domain controller correctly. Try
looking at the WSS configuration database and make sure it's not in a hung
state after a backup. Essentially, you need to do some more investigative
work to determine the nature of the problem.

Gary,

Thanks for the suggestions. Our sys admin is tied up this morning so I
can't work with him. But, I poked around looking at some things I would like
to run by you.

From Project Server, I went to Manage Windows Sharepoint Services, Connect
to Sharepoint server and clicked the Test URL link beside the Sharepoint
CEntral Administration URL. The Central Administration page comes up.

I clicked Set configuration database server and the Configuration database
server is CORP-SQO04\SharePoint and the database is STS_Config_13954. The
DBA for Project Server was available so I had him look for these and we don't
see them. Our admin and DBA haven't been playing with this and changing
anything (- trust me - they haven't the time to go play with anything!)

Should we see these database and is this the database that might be hung?
If so, how do we check this?

Fixed! For some reason, the Sharepoint configuration database was set to
manual start so when we restarted the box last Thursday night, it didn't
start. We started it and all is fine!
