can't create new mail

I can recieve mail but can't send email. The new mail button is greyed out.
I have already set up email accounts with ISP provider and they say it is a
Microsoft issue.

What e-mail program are you using? NO thtat it really matters, because this is a forum for Microsoft Access questions, the database product, so no-one here is likely to know. You should ask on a forum dedicated to your particular e-mail program.
