Can't create or edit macros

My operating system is Vista. I have Office 2003. Everything seems to work in
Office with the exception of creating/editing macros and anything else
associated with VB. This includes Solver. This is the same for both Excel and
Word. Any ideas would be greatly appreciated as I have been fighting this
problem for several days. I have uninstalled and reinstalled Office 3 times.

What is your security level set at? Click on Tools | Macro | Security
to find out. If it is set to High, then you will not be able to use
macros - set it to Medium, save whatever files you are working on and
close down Excel. When you open Excel you should now be able to record
macros.

For Solver you need to install the Analysis pack add-in.
