Hey Reza,

It seems that that Shared Services Timer Job has stopped or failed.

You will need to re-try this or even re-create the Timer Job or create a New
SSP.

Are you getting any errors in the ULS logs / Event Logs to help troubleshoot
the issue further?

Hope this helps to begin with, please come back with more information.

Regards,

Dharmesh

This error is relating to something else - check out
http://support.microsoft.com/kb/899965 for this error.

I would create a new SSP for this.

Just out of interest, what account are you using to provision a new site?
This could also cause an issue. Ensure the account has admin rights (or
even the SSP Admin).
