Can't create sharepoint sites

I currently have WSS installed - I have checked PWA and all URLS for
Sharepoint are correct - I can connect to the Sharepoint Central Admin page -
I do have the option to automatically create sites for projects as they are
published selected; however, the sites are not getting created. When I
select a project name and try to "Create a site" I get an error that the site
can't be created.

Any ideas?
