Can't create sub-task

On two newly created project plans (from templates), the option to
"Make the new task a sub-task of:" in the Create a new task (Tasks
page) is greyed out. How can I fix this to allow users the ability to
create sub-tasks using this options?

The resource trying to create the new subtask must be assigned to the parent
task of the sub task that is to be created.

I think this had to do with the fact the Views Notification Service is
hung.
