Can't customize menu

In Visio Pro 2003 SP2 (11.5509.8122), working in Windows 5.1, I can't
customize my menu bars. I add an item, "align shapes," for example and click
"OK." As soon as I click on a shape, it disappears from the menu bar. Any
ideas?
