Can't cut and paste from outside Word 2003

I cannot cut and paste to Word 2003 from another
application until I first cut and paste within Word. This
started immediately after upgrading from Office 97. Once
I cut and paste something within Word then cutting and
pasting externally work normally. I have uninstalled and
reinstalled Office 2003 but am getting the same behavior.
