Can't delete a project because it's checked-out

When doing some testing a user tried to create a new
project, but when they tried to set the calendar options,
they couldn't see it properly. When they closed out and
tried to get back in it kept saying the project was
checked out by them and could only open it in Read Only
mode. So, we decided to delete the project and start over.
When I (the admin) tried to delete it, I got the same
message, so as I tried to "Check-In" all enterprise
projects, but it wasn't listed. Even under all projects it
wasn't listed, but I could see it under 'Documents'. How
can I delete it from the database? The problem originally
started because the user couldn't change the working time
because it was locked down by the Organization. So, I'm
also looking to see where that setting is on the server.

In the database Set PROJ_CHECKEDOUT to 0

It is in the MSP_Projects table.
