can't delete line graphic! Please help!

I have a 250 page document that needs to go to press. It
is largely a collection of articles. There are these
mysterious black lines that go across random sections of
the document that I cannot highlight, cannot delete, and
it has no options. How do I get rid of them!!

They are just simple black lines that goes from left
margin to right margin. When you place the mouse over it,
the pointer turns into an a up and down arrow similar to
the one that displays when moving the border of a table.
I can move the lines a limited amount, but even if I pull
them off the page, they just come back.

Any input would be greatly appreciated.

Before spending money on a video card why don't you verify
that you don't have a top or bottom paragraph border
applied. With the cursor above the line, select
Fromat>Borders and Shading>Borders and click the panel
labeled none. Do the same thing with the cursor below the
line.
