Can't delete mdb file in Vista

The customer is reporting this on more than one installation on Vista.

The app installs 3 mdb files into the program files directory for the
application. If the mdb files are DELETED the app still runs normally. The files
are not deleted. Are files in program files cached someplace? I have not seen
this or set up a test for this, and all my information is second hand.

Can you provide a bit more specific description?

"If the files are DELETED ...The files are not deleted."

What does this mean? How are you determining that the files were DELETED?
How are you determining that they have not been deleted?
