Cant delete or repair outlook 2003

I have been using office outlook 2003 for years and today downloaded
(Office 2003 Service Pack 3 (SP3)) and tried to install it but it says
((((The operation failed due to installation problem.Restart outlook and try
again.If problem persists, please reinstall))). I cant delete it, I cant
repair outlook, I cant remove it. And whenever I click on the outlook icon it
cycles through the install process again and I get the same message. Now my
computer's "restore" wont work either.

P.S. And when I try to reinstall off disk I get this message (((This Patch
could not be opened.Verify that patch package exists and that you can access
it, or contact the application vendor to verify that this is a valid windows
installer patch package))))
