Can't delete section breaks

We are working with a 80 page word file in word 2000 on a
windows xp platform.
we have headers and footers on the first 19 pages but the
headers and footers stop at page 19. There are 2
sections in the document and it appears as though the 2nd
section starts on page 20 and it recognizes page 20 as
page 512.
We want to remove all the sections in the document and
have the headers and footers appear on all 80 pages but
we can't seem to do this.
I have tried to delete the sections by using ^b in
the "Find" dialog box and replacing them with blanks but
I can't seem to get the document to recognize the
deletions.

I hope there is a solution to this.

Hi Coach,

If you just FIND the section break (without trying to
replace), can you see what FIND has selected? And if you
then press DELETE?
