Can't design a form template from Sharepoint site in Infopath 2007

Hi,

I am trying to open an administrator approved form template from a
Sharepoint site in Infopath 2007. My steps in Infopath are:
Design a Form Tempate...> Open a form template On a Sharepoint Site... > I
enter the site url > Select document library you want to open which is "Forms
Templates"

I then get an error with "Infopath cannot open the form template in this
library because the library's default content type is not based on the Form
content type"

How to I make the change in Sharepoint to rectify this problem? I have
looked in several places but cannot see where to do this. I have
Administrator Rights i.e. full control?

Any help gratefully received....

Go to the Form Library in MOSS. Select Settings > Form Library Settings. If
you haven't enabled content types on the form library, go to Advanced
settings and enable "Allow management of content types". Back on the Settings
page, you will see a link that says "Change new button order and default
content type". If you only have one content type on the form library, you
need to add the content type for the form template you deployed to the form
library first before you can set it as the default content type. Use the "Add
from existing site content types" link for this. Note: You need to activate
the content type to the site collection (do this in Central Admin) of the
form library before it will appear in the list of available content types.
