Can't display custom menu items

In PWA I went to Admin, Server Configuration, Menus and created an
additional menu with sub-entries that have URLs that point to html pages on
my system.

The Menu appears and all the sub-entries, but when I clieck on any of these
the content of the page or document that I am trying to link to does not
appear.

I haven't had a problem doing this with previous installs of Project Server,
and all seemed to be OK. Its only since I unstalled Windows Server 2003 R2
that the problem seems to have manifested itself.

The URLs I am using are all trusted in IE by the way !

Can you advise how I fix the problem ?
