Can't display Information Bar (Pop-ups)

I have one user of many running IE 6 at the office who can't get the
Information Bar on his IE window to display the options for Pop-ups. Here
are things I have tried/checked:
1) the Pop-up blocker settings have the "Show information Bar when a
pop-up..." box check and the Filter level is Medium
2) the site in question is in the "Allowed sites" box of the Pop-up Blocker
settings
3) used control panel to remove temp files and cookies
4) Restored Defaults in Internet Options/Advanced.
5) Made sure Jave is checked in Internet Options/Advanced
Still no Pop-up Information Bar which is needed to run an on-line class.
Further ideas/clues welcome.
