can't download critical updates after SP3

I just downloaded SP3 for Office 2000. After scanning for updates, the site
shows SP3 and just below it (grayed out), says "already downloaded." But, it
does not allow me to select other critical updates for Office (that must be
downloaded only after SP3). In the dialog box that shows info on the
selected file to be downloaded, it says, " Selected update = 1. Download
size = 0kb. Download time = 0min."
What did I do wrong?
