can't download template even though I added this to trusted site

I am trying to download some PPT design templates, but can't.
Disabled pop-up blocker.
Added office.microsoft.com to trusted site.
Still won't download.

What version Windows?

Clear your Internet temporary files, in Internet Explorer, tools, Internet
Options, delete files.

I found the answer by accident.
If I hold down CONTROL while pressing the Download button, then the pop-up
window that performs the download will work.
