Can't drag & drop tasks in my project file. Also can't cut & past

I select a task and try to move it under another summary and it doesn't move.
Also tried cutting & pasting it but it won't cut it either. I've tried this
with multiple tasks with same results. I'm using Project 2003. Any
suggestions?

Tools, Options, Edit, activate "Allow Cell drag and drop"

box is already checked. This file is also starting to do strange things like
putting
-23547 in the %C column and dates in the start, finish, constraint date &
deadline like 5/3/113. I am not entering these dates or %c's. I have had
another person check and they are having this same problem with this file.
