Can't draw lines, Circles, etc.

I created a spreadsheet and it is not shared. When I go to draw a circle all
the objects are grayed out. if I cut and paste out of the sheet it works but
I lose my formatting (and I want to try and avoid not recreating/formatting
10 sheets). The tools also work when I create a blank sheet.

Is the worksheet protected, or is more than one sheet selected (You
would see [Group] in the Title bar, after the file name)?

No the worksheet is not protected and I don't have a group of sheets
selected. I've searched numerous groups with no luck.
