Can't email a file

I am using Office 2003 SP1 on XP Pro.
When I have a file open in either Excel or Word and try File/Send To/Email
recipient (as attachment)
I get the following error message:

General mail failure. Quit MS Office Excel , restart the mail system and try
again.

I have no idea why this is happening. Any suggestions greatly appreciated.
My default mail client is Outlook.

Is Outlook open when you try this? Have you tried a Detect and Repair?

Yes, Outlook is open.
Haven't tried Detect and Repair - how do I do that?
