Can't email from Picture manager

Trying to email a picture for MS Picture Manager. The "email settings are all
greyed out. I want to put the picture inline with the email, not as an
attachment.
I have an Outlook 2007 email account. I can do this from another PC at the
office, but not from my work laptop.
Whats different?

Is Outlook set as the default e-mail application in Control Panel,
Internet Options, Programs? Another way to achieve the desired results
is to start an e-mail, make sure it is HTML format and then "Insert" the
picture at the desired location.
