Can't enter issues

Good morning,
I have a user in the following Groups that, when trying to enter a new issue
on a project (not hers as PM) she is prompted for a username/password. The
groups she belongs to are Executives and Project Managers. Is there a way I
can configure it so that anyone can enter issues on any project?
