can't execute code in design mode

In Project Pro 2003, when we attempt to select "Collaborate > Issues" for
some projects, we recieve a "can't execute code in design mode" error within
the project. What does this error indicate and how can I resolve it.

The Project Pro newsgroup moderator asked that I post to the Project Server
newsgroup.
