Hi,
The users in my company are using Outlook 2003, and due to company
policy, have Power User privileges. The problem is they cannot export
PST contacts to an Excel sheet or CSV file, although the import/export
components have already been installed. When I attempt the export,
Outlook goes through all the steps before actually creating the file,
then generates the error message below, then hangs:

Microsoft Office Outlook cannot start the required translator.
Microsoft Office Outlook cannot install the necessary files due to
Windows installer error 6.
The handle is invalid.
But, if I log in as Administrator, open the same PST and do the export,
it works.
Or, if I add the user to the Administrator group, reboot, and do the
export, it also works.
What I want is to keep the user in the Power Users group and enable
them to export contacts.
How can I do that?
What I already tried and didn't work:
- Add the user to the Administrators group, reboot, setup Office 2003
again, make sure nothing is installed as "Install on first use" (the
'1' icon). Remove the user from the Administrator group (keep the user
in the Power Users), reboot. Outlook -> Import and Export -> Contacts
-> CSV (Windows): same error, Outlook hangs.
- Searched the net for the second line of the error message. No hits
whatsoever.
On a nother Power User's machine, Outlook asked
<<
Ms Office Outlook cannot start the required translator.
The feature is not currently installed. Would you like to install it
now?
The user had Power User privileges. I clicked Yes, Outlook installed
whatever it needed and the export went perfectly.
