What version of Word are you using? It's important to let folks know as much
about what you're working with as possible. It often makes a difference.
If 2004, are you in Notebook Layout View? If so, Headers & Footers do not
pertain, which is why the option doesn't appear in the Menu. Switch to Page
Layout or Normal View & see if Header & Footer doesn't show up.
If that isn't the problem, go to View>Toolbars> Customize Toolbars/Menus. On
the Toolbars page click the *name* of the Menu Bar, then click the Reset
button. See if that fixes it after you OK out of the dialog box.

I can't create a header because I can't find the "Header and Footer"
choice that (according to HELP instructions) should be in my "View"
menu. It's not there. ANy other place I can look? thanks....
