Can't find how to...

.... create a link to something in another program in OneNote, in this case
to a reference found in a program called Libronix, which I know OneNote 2007
allows linking to. The only help I'm finding is how to link to documents
within ON.

If you are hoping to put your Libronix link in onenote (ie. be able to
click on a hyperlink in OneNote and it pulls up Libronix at the
location you desire, I'm not sure that would work.
Depends on Libronix. Unless Libronix as http:// linking I think you
are out of luck.

Don't look for help for this from within OneNote. If the program allows
you to copy a link to something in the program to the clipboard then use
that and paste it in as the link text in OneNote. You may be able to
modify the target in a desktop shortcut to be pasted into a link in
OneNote.
