Can't find PivotTable Property Toolbox

I've read a lot of the help on PivotTables. I am trying to find it while in
Excel
after "Edit Pivot Table". I've done lots of trial and error right clicking.

I can't find the PivotTable Property Toolbox which is different (?) than the
"toolbar in the PivotTable List".

I basically need to get to where I can enter the TitleBar. Because to add data
you must click the title bar. And you must add data first to display drop
areas.

I want to get my PivotTable so a user can move fields to row area and column
area. It's currently not very interactive.
