Can't find the floating 'quick pane' in onenote 2003

The Quick Tour for Onenote 2003 specifically mentions (bullet point) a Quick
Pane that can 'float' above other applications. Now that I've installed the
product - in large part for this function - I cannot find it in the
application and it does not come up on any microsoft help or microsoft site
search. Does this featue exist!??

It's the QuickNote. Double-click the OneNote icon on the tray to open.
There is an "always on top" pin you can click to keep it floating on
top.
