Can't format cells in Office Excel 2004 for Mac

Just installed Office 2004 on my MAC G4 running OS 10.4.4

No matter what I do, I can't format numbers into currency, or for that
matter, any other format.

Am very familiar with Excel, but this stumps me.

Can anybody tell me what I need to do to get control of cell formating?

This problem only happens to my old Office 98 Excel documents, no matter
how I save them.
