can't get BCM to start w/ Outlook 2007

i've tried several installs and uninstalls to get BCM running when Outlook starts; it's all there in the Small Business folder, and SQL server is running as a service, but BCM won't start. it's not listed in any Add-Ins or anything.

does someone know what I can look for for a reason or remedy?
