Can't get flash menu to overlap

I am really frustrated with this problem - I have created a webpage using the
design tables. In the second "row", I inserted a flash-based drop-down
navigation menu. It works fine.

However, in row 3, I also have a flash-based movie which has pictures and
text which fade in and out.

The problem is that the drop-down menu will not show the dropped items in
front of the movie in the row below it... they are hidden behind. I have
tried to look everywhere to find a solution. I tried to select the cell and
"move forward" and chose the other cell and "move backward" with no
improvement.

Am I doing something wrong, or is there a workaround?

Flash menus are generally something to avoid. Consider what someone who
doesn't have the Flash Plugin will do. Consider what Search Engines or
screen assistive devices (who definitely don't have the Flash plugin) will
do. Consider what FP will do when you move/rename a menu-linked file (clue:
the menu breaks). Like that....

But, there is a fix -

All Active content on a page will always rise to the top, so to speak,
including Flash, certain form elements, Java applets, and Active X controls.
This means that each of these will poke through layers. There is not a good
cross-browser/platform reliable way to solve this issue, but if you can be
confident in your visitors using IE 5+ or NN6+, then you can use the Flash
wmode parameter.
