Can't get inches to dispaly on rulers

Just upgraded to Office 2003 Pro. Rulers and Tab settings in Word only
display in number of characters. Can't get inches or any other units to
display in rulers, despite settings in Tools>Options. Tab stop settings,
even if entered as inches, convert to a number of characters. I've tried
repairing the install without effect. Any suggestions?
