Can't get language bar back...please help.

Every time I turn on my laptop I get:
The Procedure enry point TF_CheckThreadInputIdle Could Not Be Located in the MSCTF.dll

So CTFMON won't open and I can't enable the language bar. I uninstalled Office 2K3 and reinstalled but nada.
Any ideas?
I also have a prob with installing most programs. Install starts, then hangs for 5-10 min unless I close it in the task manager, thn it says remote procedure call failed.
I have a brand new laptop with XP PRO SP1 and Office 2K3 and so many bugs and problems I feel hopeless.
Any help would be greatly appreciated.

To answer your questions, yes I have run both windows update and office update and have been told that my computer is up to date on both. I have 3 other PC's and none of them have this language bar problem or the remote procedure call problem. When I did download the updates (when i ran Windows & Office updaters) It took seconds to download and then 20-30 minutes of hangtime before it started to install, then another 20-25 minutes to slowly install a 2MB update.
Something is clearly wrong, and I am thinking of just doing a complete reinstall. Thanks for trying to help and please reply again if you can think of anything I should do.
