can't get new footnote numbering

I'm using Office XP, and I'm separating pages with
section breaks (continuous). On my other Word program
this makes all the numbers restart after the section
break. I did go through the procedure in Word to do
this. Insert > Reference > Footnote. It is set
to "restart each section" and "apply changes to this
section."

It seems natural that continuos section breaks don't work
well together with the option to restart footnote
numbering on each section, because that could produce the
same number twice on the same page. For example, if a
section break is on the middle of a page and the text
before and after the break both have a single footnote,
they would both have the same number. What happens in Word
2000 when I try to combine these two options is that the
text after the section break is moved to the next page, as
though the break wasn't continuos, but rather a Next page
section break. Perhaps the behavior has changed in Word
2002 so that the text isn't moved but instead the restart
option is ignored. Have you tried selecting a different
type of section break, such as Next page? Note that in
order to modify the type of sections you don't need to
remove and reinsert the section breaks; instead, you can
use the File>Page Setup dialog box for each section.
