Can't get outlook 2002 to send email mess. It will receive them.

Newly installed outlook 2002. Configured per AT&T user group settings (at&T
only suports express). It will receive (download) messages but I cannot get
it to send messages out of the outbox.

Anybody had this problem and able to fix it?
