Can't get rid of the "1" prefix

I just installed XP and re-installed Office 2K. Now, when I try to use the auto dialing feature, I can't get rid of the 1 prefix. I've gone into the Dialing Properties and edited the Area Code settings so that the 1 is "greyed out", but the 1 still appears. I'm in area code 707 and have added 404 and 678 as additional area codes as additional included prefixes.
