Can't Get Text Wrapping To Work

Can anyone explain that when I insert a picture into a word
document, I can't get the text to wrap around the picture? I've
tried to "Format Picture" and then selected Layout, etc. etc. Still, it
isn't working. I can, however, get the picture to "go to the back"
and "bring forward". Is this a bug in the Mac Version of Word?
