Can't Import or Export using address book

I followed logic, then proceeded to follow the help index
to see what I am missing. I can't figure it out...I go
to file...down to import or export and they are not
selected as an option. Do I need to set up an account
first? It has already built an account by sharing my
information within my computer. I can usually figure it
out, but this one's got me.
Please help.

There is no address book in Outlook.
Contacts are stored in the Contacts Folder.
Import and Export from there.
