Can't import Paradox (*.db files)

I got two questions:
1. Why is the Import external data option i Files menu
disabled (I got a swedish version so I don't know if the
translation is correct)?

2. I try to open a paradox db-file but I get a error
message about sort order 3220. Does anybody know what
this is and how it can be solved?
