Can't insert extra white space

I am using OneNote 2003 SP1 on a Compaq Tablet PC. Have been using it for a
while. When I try to Insert White space into a document that has
hand-written comments, it doesn't work - i.e., it doesn't insert white space
in the middle of the hand written text. I've made sure the "bar" covers the
whole page and it still doesn't matter.

When you click "insert white space" you Should get a line On the Screen.
Drag the line to where you want to insert the Space then drag down for
however much space you Want.

That's what I did. It doesn't work for hand-written text.

Works all the time here, on a Tablet PC. Make sure you're getting the
little line with the pen, and drag it.

Works here just fine with handwritten text on my Averatec C3500.

Are you seeing the horizontal line?

Must be a defect in mine then. I see the horizontal line just fine, but it
does not work.

Don't wait until the little circling icon begins, because that's a sign for
the right-click menu with the pen. As soon as you see the line, drag.
