Can't install Daylight Savings Time Update

I can't get the Outlook DST update to work. Everytime I try it, I get a
message saying "The operation failed." I tried installing the Windows
Installer 3.1, but that didn't work.

I now have a Daylight Savings Time mess - Outlook 2003 won't update, and my
Axim (Windows Mobile 5) updated, but has all appointments in the affected
time frame one hour earlier than they should be. I would really appreciate
any help!
